Hmm, yes, at first pass the flowers do look very much like it. Wikipedia has quite a lot to say about the stuff, but I note particularly this paragraph: In the UK, it is an offence under section 14(2) of the Wildlife and Countryside act 1981 to "plant or otherwise cause to grow in the wild" any plant listed in Schedule nine, Part II to the Act, which includes Japanese knotweed. Over £150m is spent annually on Japanese knotweed control, and a decision was taken on 9 March 2010 to release into the wild a Japanese psyllid insect, Aphalara itadori. Its diet is highly specific to Japanese knotweed and shows good potential for its control So it sounds like they've gone ahead with the bug from your video.

Yes, what I read and saw about it is certainly a monster plant. Unfortunately it takes so long to get these things under control.

The “scotchbroom” covers several hillsides between here and Oban – and it seems to bloom for more than half the year. Frightening to see what plants can do in terms of colonisation.

Interesting, indeed. It is curious how “plants” in one region are “weeds” in another. I have planted a few Spanish Brooms (http://en.wikipedia.org/wiki/Spanish_Broom) here. They are pretty decorative plants planted by many in my area (+ 6000 ft. or 1,828.8 meters), but in some areas, where it is hotter than it is here, they spread like wildfire and are considered noxious (http://www.ncrcd.org/scotchbroom.html).
